It's usually a vinyl or similar cork print material, which covers the wedge part of the heel. As far as how long they last.... That all depends on the quality of the shoes. We've had some pairs last only one time, and others which have repeatedly been soaked and still survive. The key to help them last longer is to let them dry out upside-down. Many wedge and thick heeled shoes have air pockets inside the heel. If you let them dry out upright, water remains in the air pockets and weakens the glue, that holds the heels together. It also helps to put them in a dry warm place, like at the base of a refrigerator where the warm air comes out.
